Route 122 Zoning Implementation

After completing a Master Plan update in 2019, the Millbury Planning Department hired Barrett Planning Group to assist with zoning implementation, focusing on a high-priority study area along Route 122 in East Millbury.

A tired, semi-residential corridor, Route 122 through East Millbury provides no incentives for redevelopment, and it is poorly connected to the business development activity that exists just over the line in Worcester. Though residentially zoned, much of the activity is actually commercial. The challenge was to create zoning that would catalyze economic development in Millbury without promoting serious land use conflicts for the residents who live along Route 122.

Our work on the East Millbury zoning became the kickoff for a larger zoning recodification project to bring Millbury’s zoning in line with current laws and best practices.

Barrett also served on the Master Plan team. Our firm prepared the housing and economic development elements, recommending strategies to revitalize Millbury Center and identify marketable options for several economic development opportunity areas identified by the Town.

This approach expresses community priorities clearly and concisely, and supports conversation, collaboration, transparency, and consistency in City land use decisions.
